Internet Cable Speed

I'm confused at why I am not downloading at what my bandwidth is? On speakeasy speed test My bandwidth (downloading) was said to be 22mbs but when I download something it could range from 300 kbs to 3 mbs but I never get 22mbs! I'm very confused on my "speed".
