Can u haggle with cable internet speed provider?

Hi, i just ordered a cable internet connection for 30$ a month for 1.5 d/l speed and 256kb up. My phone company offeres 3mb d/l and 700kb up but ive had very bad service from the techs and the customer service and was forced to switch. My question is, if i call the cable internet carrier and inform them that the phone company offers a higher speed at the same exact price, can they just like fliup a switch or something and match the speed? Thanx

1. What you have to do is severe your modem cable and it will self repair to a faster and stronger connection to the internet, I suggest a fire axe.
