Internet Cable Speed

my cable operator says my internet speed is 32kbps, but when i download, download speed is at most 5 kbps. Why

what is difference between cable speed and download speed. If my operator says that my cable internet is 32kbps does that mean i will be able to download at 32kbps? For example if i am downloading any antivirus update, the maximum speed i get is 4 kbps or 5 kbps, why so? Can i download in programs like limewire faster than 5 kbps. At the moment, while using limewire free latest version, downl.oad speed is at most 5 kbps. It sometimes goes to 10-12 kbps for few seconds but then goes right down to 2-5 kbps? How can i download faster? with the same cable of course, in my place there is no other option of internet available.

Hello there .. ooohhh ive been in your position .. i hope your not paying for internet like that ? i bet it takes you ages to download stuff huh ? who is your ISP ? 32kbps is probably the maximum at BEST .... if your getting 5kbps maybe its normal ? anyways ring them up and ask them what the hecks going on ... say you cant even download anything its THAT slow =) hope this helps you dude !
2. Did you mean 32 Mbps? If you are actually getting 32 (or 5) Kbps on a cable connection, you are getting ripped off. You can get better than that on a cheaper DSL connection! Talk to your cable internet provider.
3. my connection is 512 but i download with 51 kb that is the ordinary speed for this connection and utorrent is far away better than limewire as a torrent client download it from here http://utorrent.com/
4. Download speed and your internet speed are completely different. The download speed depends mostly on the website you are downloading from, and it will never exceed your internet speed. However, 32 kbps sounds a bit slow, I use wireless and get 36-48 Mbps.
5. You have to mean 32Mbps, your downloading at 5mbps because thats what the current source's bandwith can support. You gotta also consider anything else your running example Internet explorer, or anything that uses your bandwith. Say your downloading a song from me, my upload is 10mbps, your download is 32mbps. This doesnt mean your gonna download at 32mbps, it will be around 2-5mbps because it wont dedicate the whole 10mbps to one person, this way i can upload somethething to more then one person, or you can download more then one thing and surf the internet without loosing too much speed. If it was set to one thing, all you could really do was download this one thing and nothing else. hope this helps.
6. I belive that your service provider using Kbps but not KB/s, and most of the computer prefer using byte to counting the download/upload speed. Well if you know bit and byte different, it is different by the small and big 'b' , so 1 Byte is over 8bits, so u gotta times 8 over your 5kb and thats equal 40Kbits, thats is the hates of confusions over most commercials using big number to attract customers.
