Does turning off the cable modem decrease internet speed?

When no one is using the internet, my parents turn off our cable modem. This means I often have to turn on the modem to use the internet. I have heard from anecdotal advice that this constant turning on/off slows down the internet speed. Is this true?

1. Nope...not true. You do have to wait for the modem to come online when powered on, it may take a minute or two, but speed is always the same...
