Does stealing cable slows internet speed?

I have Comcast cable & internet and my internet speed isn't as fast as it once was. I do know that a person with a crappy-s$$ truck climbed the cable pole and did something. As a matter of fact, I believe that people on my block are stealing cable because my brother told me that he saw a truck-dude climbing onto another cable pole. I would gladly snitch on those people but I just want to know now if stealing cable slows down internet speed.

  1. Yes. Cable is not a dedicated line, meaning everyone in the area is running off the same line. If they are flooding it, it has the potential to slow you down. DSL is not like this, as it is dedicated to just you.
  2. cable is like a water pipe, the more times you split it, the slower the water is in each pipe
