Why am I not getting the full broadband speed my line can take?

I have tested my phone line several times and every occasion I have been told that my line can support up to 3.5mbps but I am only getting 2.5mb. I am with o2 and use the adsl 2+ broadband. Can anyone tell me why I'm not getting the max 3.5mbps? And is there anyway I can speed up my broadband?

The ISP offers several packages. I have a 2MB package whereas I could get an 8MB package if I wished. Perhaps you are not on 02's maximum package which would cost more per month than a lesser package
